Hillsborough County Public Schools Gifted Program

Hillsborough County Public Schools (HCPS) provides Gifted education services for eligible students in kindergarten through 12th grade. The program is designed to challenge advanced learners through differentiated instruction, enrichment, and accelerated learning experiences that address their academic, intellectual, social, and emotional needs.

Gifted services are available at schools throughout the district and are designed to help students develop higher-level thinking, creativity, problem-solving abilities, and independent learning skills.

Individualized Learning Plans

Every student identified as gifted receives an Educational Plan (EP), as required by Florida law.

The Educational Plan outlines:

• The student’s strengths
• Learning goals
• Appropriate instructional strategies
• Gifted services
• Progress monitoring

How Students Are Identified

Florida has established statewide eligibility criteria for Gifted education, and Hillsborough County follows these guidelines.

Students may be referred for Gifted evaluation by:

The district then conducts a comprehensive review to determine whether a student demonstrates both exceptional intellectual ability and the need for specially designed instruction.

Cognitive Ability Testing

An individually administered cognitive assessment is an important part of Florida’s Gifted eligibility process.

Historically, Hillsborough County has used assessments such as:

• Wechsler Intelligence Scale for Children (WISC®)
• Reynolds Intellectual Assessment Scales (RIAS®)
• Kaufman Brief Intelligence Test (KBIT-2®)

The specific assessment selected depends on the student’s age, needs, and evaluation process.

Families who choose to obtain an evaluation from a licensed private psychologist should consult the district regarding current requirements for accepting outside assessments.

Florida also provides an alternative eligibility pathway for certain underrepresented student populations through the state’s Plan B criteria. Families who believe their child may qualify under this pathway should contact their school for additional information.
