Fulton County TAG Program

The Fulton County Schools Talented and Gifted (TAG) Program provides specialized instruction for students who demonstrate exceptional intellectual ability, creativity, academic achievement, or motivation. Serving students in kindergarten through 12th grade, the program is designed to challenge advanced learners through enriched, accelerated, and differentiated educational experiences.

Gifted students often learn differently than their age peers. Fulton County’s TAG program provides opportunities for these students to think more deeply, solve complex problems, collaborate with other advanced learners, and explore topics beyond the standard curriculum.

What Is the Fulton County TAG Program?

The Fulton County TAG Program follows the gifted education guidelines established by the Georgia Department of Education (GaDOE). Students may qualify through multiple pathways by demonstrating exceptional performance in one or more of the following areas:

• Intellectual Ability
• Academic Achievement
• Creativity
• Motivation

Unlike many gifted programs that rely on a single test score, Georgia uses a multiple-criteria identification process, allowing students to demonstrate gifted potential in different ways.

What Services Do Gifted Students Receive?

Gifted services vary by grade level.

Elementary School (Grades K–5)

Elementary students typically receive gifted instruction through resource classes or advanced instructional models that supplement the regular curriculum.

Gifted lessons often emphasize:

• Higher-level questioning
• Critical thinking
• Creative problem solving
• STEM investigations
• Research projects
• Inquiry-based learning
• Collaboration with intellectual peers

Instruction is provided by teachers who hold Georgia Gifted Certification.

Middle School

Gifted students continue receiving advanced instruction through gifted classes and accelerated coursework.

Students may participate in:

• Advanced mathematics
• Accelerated language arts
• Advanced science
• Social studies enrichment
• Project-based learning
• Interdisciplinary investigations

High School

High school students have access to a wide variety of advanced learning opportunities, including:

• Honors courses
• Advanced Placement (AP)
• International Baccalaureate (IB), where available
• Dual Enrollment
• Independent research
• Directed studies
• Career internships
• Specialized seminars

How Students Qualify for the Fulton County TAG Program

Georgia identifies gifted students using either a multiple-criteria model or an automatic eligibility pathway established by the Georgia Department of Education.

Students may qualify using combinations of data from the following categories:

• Mental Ability
• Achievement
• Creativity
• Motivation

The school district reviews existing student data throughout the school year and may recommend additional assessments when appropriate.

Common Gifted Assessments Used

Depending on the student’s age and available data, Fulton County may administer or review results from assessments such as:

• Cognitive Abilities Test (CogAT®)
• Naglieri Nonverbal Ability Test (NNAT®)
• Torrance Tests of Creative Thinking (TTCT®)
• Iowa Assessments
• Stanford Achievement Test (SAT10®)
• Georgia Milestones Assessment
• Classroom performance data
• Teacher rating scales
• Student work samples

Not every child takes every assessment. The TAG Eligibility Team determines which data are needed for each individual student.

Georgia Gifted Eligibility

Students may qualify through several different pathways.

Examples of qualifying evidence may include:

Intellectual Ability

High scores on nationally normed cognitive ability assessments such as:

• CogAT
• NNAT

Academic Achievement

Strong performance on nationally normed achievement tests or Georgia state assessments.

Creativity

Evidence of exceptional creative thinking through standardized creativity assessments, classroom observations, portfolios, or creative products.

Motivation

Outstanding classroom performance, teacher evaluations, grades, leadership, persistence, and demonstrated commitment to learning.

Georgia’s gifted identification process is intentionally flexible so students with different strengths have multiple opportunities to qualify.

Universal Screening

Fulton County regularly reviews student performance data to identify students who may benefit from gifted services.

Schools also consider teacher referrals, parent referrals, standardized test scores, classroom performance, and other available academic information.

Parents who believe their child demonstrates gifted characteristics may speak with their school’s gifted specialist regarding the referral process.

• Strong vocabulary
• Advanced reasoning
• Excellent memory
• Creativity

Not every gifted child displays every characteristic, and giftedness may look different from one student to another.
